    Most of the manufacturers of Air LOgic controls have switching valves in the pressure range you need. They would not hav much flow but could pilot a large 2 or 3-way for flow.Try Crouzet, ARO or Parker/Telemechanique. I had no luck on the web so

    Have you looked into the water faucets that control flow to maintain a constant temperature as pressure changes. In hydraulics we call it a Pressure Compensated Flow Control but they usually only operate in the compensating mode above 100-125 PSI
